ROLE OF REGIONAL LOAD DESPATCH CENTRE(S)

Power

The Eastern Regional Power System of India comprise of state of West Bengal, Bihar, Orissa and Skkim. The Entire ER Grid runs in an Interconnected mode for reliable and economic power system operation.

ERLDC along with state load despatch centre of other states strives for quality and economic system operation.

The functions according to the provisions in the amended Electricity (supply) Act, 1948 are as follows -

The RDLC shall be the apex body to ensure integrated operation of the Power system in the concerned region.

The RDLC may give such directions and exercise such sipervision and control as may be required for ensuring integrated grid operations and for achieving the maximum economy and efficiency in the opeartion of the power system in the region under its control.

The following are contemplated as exclusive functions of RDLC :

  • In System operation and control including inter-state/inter-regional transfer of power, covering contingency analysis and operational planning, onreal time basis
  • Scheduling/Re-scheduling of generation and contingency analysis
  • System restoration following grid disturbances
  • Compiling and furnishing data pertaining to system operation

Demarcation of responsibilities:(as per 7.4.1 of IEGC)

The regional grids shall be operated as loose power pools, in which the states shall   have full operational autonomy, and SLDCS shall have the total responsibility for

  1. Scheduling/ despatching their own generation (including the generation of their captive licensees),
  2. Regulating the demand of their customers,
  3. Scheduling their drawal from the ISGS (within their share in the respective plants expected capability)
  4. Arranging any bilateral interchanges, and
  5. Regulating their net drawal from the regional grid as per following guidelines.
